I've encountered several small and mid-sized agencies facing the same quandary. Every one of them had pockets of interactive talent, from planning to creative to media buying. They all struggled to execute, which led to the need for a producer.

If you don't have creative interactive talent, then you might also start there. Strategy is somewhat inherent in the role and you can partner with digital agencies to provide the producer role.

However, I'd consider this is a short-term solution. A producer can help introduce feasibility earlier in the process (timing, costs, how you'll actually make the creative happen). They know the digital shops best suited for a project and they can help elevate interactive knowledge across the agency.

I'd also add that your scenario means account management also needs support with prospective and active clients. A good producer is poised to assist their role better than a strategist or creative.
